Ramy Chia is a Civil Engineer with 12 Years working experience in the Construction industry and has covered a range of positions; she has been a site supervisor, she was the first technical environmental specialist for the Solid Waste Management Project, she has been project manager, resident engineer and quantity surveyor for several multimillion-dollar projects in Belize.

Ramy has three sons and is married to fellow APEB member Eng. Julio Chia, who is also a civil engineer. Together with her husband, she founded Chia’s Engineering Company Ltd. that focuses in supervision of works and Project Management.

She knows that as engineers, we have the potential to create change; all we need to do is work together and not against one another to improve and build the quality of life in our country.

Douglas Westby

Vice President

Douglas is a Telecommunications & Electronics Engineer with practical experience in the Information Technology, Telecommunications and Healthcare Technology. He was previously the Technical Advisor for Engineering and Maintenance for the Ministry of Health.

He recently completed his Master’s in Project Management and has managed many technological and engineering projects for the Ministry of Health and Belize Telemedia Limited in the last six years. He is currently the Project Manager in charge of core network optimization at Belize Telemedia Limited.

Douglas believes that there is much that can be done to move the engineering profession forward in Belize. Energy, new ideas, technology and most importantly, hard work, dedication, consistency and communication are key elements in doing so.

Lisha Sosa

Honorary Secretary

Lisha Sosa is an in-house civil engineer with Anthony Thurton and Associates Ltd. where her work involves planning, co-ordination, and supervision of all technical aspects of the company’s various design and construction management projects. She is dedicated to enhancing the engineering profession and being a part of the change that moves Belize forward.

Lisha is a Jesuit Scholar who earned her Bachelor’s Degree in Civil Engineering at Gonzaga University in Washington, U.S.A (2014). After graduating with honors, she began her career as an Engineer-In-Training, working on the hydrological designs for a major commuter-railway development in Texas. She later continued her studies in Taiwan and received her Master’s Degree in Structural Engineering from National Cheng Kung University (2018).

She is fluent in English and Spanish and can ask you about the weather in Mandarin. Lisha is an active member of the community and an avid supporter of women in engineering. When she isn’t gathering new skills to add to her engineering toolbox, she enjoys creating cooking recipes, cultivating plants, and trying to keep up with the Pantempters (Belize’s premier steel orchestra).

Seremei Cayetano

Treasurer

Seremei Cayetano is an Infrastructure and Management Specialist, and a Doctoral Candidate in Civil Engineering. Mr. Cayetano has developed Risk Management Plans, as well as overseen the development of Financial Management Plans for major construction companies in the Caribbean Region. These skills as well as other skills developed will be utilized in its entirety to benefit the Association in the role of Treasurer.

Mr. Cayetano holds a Master’s Degree in Civil Engineering from the University of the West Indies, St. Augustine; is a certified Project Management Professional; and is FIDIC trained in Contract Management, Administration and Dispute Resolution.

Orchel Usher

Councillor

Orchel Usher is a Civil Engineer focused on the development of her engineering skills and her contribution to the engineering field in Belize. She possesses a Bachelor’s Degree in Civil Engineering from the University of the West Indies, Trinidad & Tobago and is currently employed as a Project Manager with the Ministry of Works.

In her role as the Project Manager for the Climate Vulnerability Reduction Program, she works diligently with members of a Program Management Unit to fulfill her key responsibilities for the strategic, organizational, financial and technical direction for the project.

Ms. Usher has a passion for design and enjoys working on small home design projects. She is also dedicated to community outreach through her volunteer work and executive roles in the P.R.O.T.O. Foundation and the Belize Track Club.

Ryan Cobb

Councillor

Ryan Cobb is the Energy Director in the Ministry of Public Service, Energy and Public Utilities of Belize. As energy director he is responsible for the development and implementation of the country’s sustainable energy policy and action plan, development of energy projects to foster adoption of sustainable energy technologies and attain universal access (electricity) to all households in Belize.

Mr. Cobb holds a Master’s Degree in Renewable Energy and Energy Efficiency from the Universidad Rey Juan Carlos, Madrid, Spain and a Bachelor’s Degree in Mechanical Engineering from the Instituto Superior Politécnico Jose Antonio Echeverría, Havana, Cuba.

When not lobbying the international financial institutions for funds to help develop projects in Belize, Mr. Cobb can be found perfecting his steak searing skills while catching up with his favourite motorsports Formula 1.
